Developer webhook surface and current delivery status.

MobDial contains tenant-scoped webhook configuration and delivery infrastructure, but the developer-platform program still gates production claims around external signing-secret lifecycle, delivery history, retries, replay, health, and logs. Use only event types and verification behavior exposed by the current runtime contract.
